Every Measure Taken To Ensure Public Safety At klia2

Malaysia Airports, as the airport operator for klia2 abides by the standards and safety regulations set by the Department of Civil Aviation (DCA), Malaysia. The DCA is a regulatory body responsible for regulating aviation activities and providing safe, efficient and orderly flow of air transportation in Malaysia.  On 23 April 2014, DCA had issued the Aerodrome Certification for klia2 prior to its official opening.  The Aerodrome Certification certified that klia2, in particular its runway, parking apron, taxiways, terminal building structures and surrounding areas complied with the International Civil Aviation Organisation (ICAO) Annex 14, Volume 1 and Airport Standards Directive 103 (ASD 103).

In addition, the Ministry of Transport (MoT) by way of DCA had commissioned two independent bodies namely, IKRAM Premier Consulting and ICAO to carry out assessments to verify klia2’s compliance with the abovementioned standards.

As part of the Aerodrome Certification, the airport has undergone a stringent audit by DCA to achieve the Safety Management Systems (SMS) certification. The SMS covers the essential features of safety such as policy, and strategic planning and implementation, documentation, staff training and competency.  This acknowledges that the airport has complied with all safety requirements and achieved continuous improvements in safety performance.

Continuous and consistent monitoring is performed to resolve any operational issues at klia2 through the Joint Inspection Committee (JIC). The responsibilities of the JIC include continuous inspection and monitoring of the planned maintenance works and improvements of the apron and taxiway. The Committee which has met 27 times is chaired by the Malaysia Airports' klia2 Head of Engineering, and the members include the Principal Assistant Director (JA)1 of Airport Standards Division from DCA, as well as Ground Safety Managers and Safety Officers of AirAsia, AirAsia X and Malindo airlines.

Other safety committees that are in place are National Runway Safety Team and the KLIA Runway Safety Team. The former consist of members from Malaysia Airports and airline operators. This committee, which is chaired by DCA meets twice yearly to specifically monitor runway safety at all airports. The latter is at the airport level and chaired by Malaysia Airports comprising representatives from DCA and airline operators. This committee meets quarterly to deliberate and resolve safety matters regarding all three runways at KLIA.

All the above are collective initiatives taken by all the airport stakeholders to ensure that klia2 remains safe and fit for operations. As the airport operator, Malaysia Airports takes our responsibility towards public safety very seriously. We have always been conscientious in taking the necessary actions to ensure that there is no safety risks to the public.
